Creates a safety net for families and individuals who exhausted their five-year time limit on welfare (Work First New Jersey [WFNJ]). Also aids if they do not meet the criteria for an exemption to the time limit.

Offers an opportunity for self-sufficiency to individuals and families through economic and social service programs designed for this purpose. The County Boards of Social Services provide a variety of financial, medical and social services to persons and families who meet the necessary program criteria.
